Regular Council Meeting

Council Chambers, February 18, 2008 6:00 p.m.

 

The Griswold City Council met in regular session at City Hall.  Mayor Putnam called the meeting to order at 7:00 p.m.  Council present: Shields, Bergstrom, Carlisle, Wyman.  Rink arrived at 6:30 p.m.

 

Motion by Shields to approve the agenda with the addition of the Rescue Department report under Departmental Reports; second by Wyman.  Approved 4-0.

 

Motion by Wyman to approve the following items under the Consent Agenda:

a.     Claims.

b.     January Treasurerıs financial report.

c.     License renewal for Class B Native Wine & Sunday Sales Permit – The Flower Basket.

Second by Carlisle.  Approved 4-0.

 

Water Department.  Verbal report given by Water Supt. Kevin Jipsen.  Jipsen requested approval to get DSL internet for the new computer at the maintenance shed.  Motion by Carlisle to approve the request; second by Bergstrom.  Approved 4-0.

 

Rescue Department.  Written report submitted by Rescue Captain, Julie Kline.

 

Public Hearing.  Mayor Putnam opened the public hearing on the proposed disposition of said real property known as Lots Ten (10) and Eleven (11) in Block Twenty in the First Addition to the Town of Griswold, Cass County, Iowa.  This property is the old MUD-E, Inc property located at the corner of Hwy 48 & 92 that the city purchased and plans to deed over to Rolling Hills Bank & Trust in exchange for the current bank building at 600 Main St.  Rolling Hills then plans to build a new building on the property.  There being no written or oral comments, Mayor Putnam closed the public hearing.

 

Review 28E agreement for law enforcement with Cass County Sheriffıs Dept.  Council was given a rough draft of the 28E agreement with the Cass County Sheriffıs dept. for law enforcement.  The County Supervisors gave their approval to finalize an agreement and to hire an additional officer.  Mayor Putnam said he requested that the Sheriffıs department submit a monthly written report.  Deputy Sheriff, Brian Rink stated they are currently logging all activities in Griswold.  No action was taken.

 

Part-time Consultant.  Wyman said he would like to see the council approve a set amount of hours to hire previous city employees to help train the new city employee and to help with the mapping of water, sewer and storm sewer lines for the infrastructure study.  Motion by Shields to approve up to 80 hours total to contract with past employees; second by Wyman.  Approved 4-0.

 

Bulk Oil System proposals.  Mitch Kline presented proposals from three different companies for a bulk oil system.  Proposals were received from:

·      Agriland F.S. – $1,242.50 for initial 35-gallons of 5w-20; 15w-40; Hydraulic and anti-freeze.  The 35-gallon totes and stand are free as long as you get the oil from them.

·      Northland - $2,050.45 for initial 75 gallons of same types of oil and 55 gallons of anti-freeze.  Cost for tanks and stand are $1,850.00 for a total of $3,900.45.

·      Avoca Implement - $2,380.00 for 70 gallons of all oils.  Tanks and stand are $1,140.00 for a total of $3,520.00.

 

Motion by Shields to purchase the bulk oil system from Agriland F.S. at a cost of $1,242.50; second by Bergstrom.  Approved 4-0.

 

Purchase of tax certificate for 803 Main St. (Chuckwagon).  Motion by Shields to purchase the tax certificate for 803 Main St. from Oak Helm Partners of Davenport, Iowa at a cost not to exceed $3,000.00; second by Bergstrom.  Approved 4-0.

 

Public Comments.  Shirley Ward said she feels the public needs to be better informed by the city and county about what is being done with the drainage districts and flood mitigation.  Mayor Putnam said he would try to do a better job keeping the public informed.

 

Messages and Papers from the Mayor.  Mayor Putnam asked why the sirens are not being tested once a month.  Councilman Wyman said he has just forgotten to make sure the sirens are tested.  It was agreed to have the city employees test the siren on a certain day of the month.  Kevin and Mitch will decide on a day and let the paper know.

 

Propositions and Remarks from Council Members.  Rink remarked that in the 2008-09 budget, there is an $8,500 increase in the Library budget that is earmarked for moving expenses.  He would like to make sure that if the move is not completed within the budget year that the Library does not spend those funds elsewhere.  Councilman Shields said he did not think that would happen, but will let the Library Board know the councilıs concern.

 

Wyman asked if an engineer has looked at the old Griswold American building to ensure that the structure is sound.  Janet Reed said that the Library had an architect look at the building, but he was not an engineer.  Shiona Putnam said she thought that when the museum had a structural engineer come look at the museum building, he also looked at the old Griswold American.  Mayor Putnam said this was correct, but no report was ever filed.  Wyman remarked that if the city has any plans to sell the building, they should make sure that it is structurally sound.  Council asked the City Clerk to get cost estimates to have an engineer look at the building.

 

Motion by Wyman to adjourn the meeting; seconded by Carlisle. Motion carried 5-0 6:46 p.m.
